Background: Natural ecosystems (e.g., forests, wetlands, grasslands, estuaries, open space) provide a variety of “ecosystem services” (e.g., carbon sequestrations, water purification, flood control, soil regeneration, wildlife habitat, pollination, nutrient recycling, viewscapes) that underpin human welfare. Because many of these services are “public goods”, private markets typically do not provide landowners an economic incentive to manage their properties to provide them.
